Raffle Licence

A raffle is a lottery scheme where ticket purchasers pay for a chance to win a prize. Any time you pay a price for a chance to win a prize, a raffle licence is needed.

WHO CAN APPLY?

Alberta based non-profit, charitable or religious groups can apply if:

Their structure and programs follow AGLC's policies, (see the Charitable Gaming Policies Handbook - Section 2.1 - Basic Eligibility) the money earned supports the group's programs.

An organization does not need to be registered as a charity with Canada Revenue Agency to be considered a charitable organization with AGLC. For-profit businesses, individuals and government are not considered charitable or religious and are not eligible to apply for a licence.

Obtain an Alberta Raffle licence

Before you can order your first raffle licence you must be deemed eligible by the Alberta Gaming and Liquor Commission. Once the Alberta Gaming and Liquor Commission have approved your organization, you are then able to order raffle licences.

This form is used to determine a group's eligibility with Alberta Gaming, Liquor and Cannabis (AGLC) as a charitable or religious entity eligible to conduct a raffle event.

If approved, you will receive email which will provide your AGLC ID number and giving you information on how to get your licence.

How to apply for raffle licences

Once you have been approved by Alberta Gaming and Liquor for a raffle licence, you will be required to come to Chestermere Lake Registry and purchase the licence. We will require an authorized representative of the organization along with their driver's licence.

To obtain a raffle licence, you must provide the following details:

  • Your group's full name and address
  • Raffle chairperson's full name and address
  • Details about how the profits will be used
  • Ticket price and number of tickets printed
  • Description and retail value of prizes (must be a minimum of 20% total ticket value)
  • The raffle costs (advertising and printing expenses)

When you come into the office, you will fill an application form and will submit the paperwork electronically and the licence will be printed immediately.

Conducting a gaming event without a licence is a serious criminal offence

A raffle ticket licence is not a bingo, casino, or pull-ticket licence. These types of licences must be applied for directly from the Alberta Liquor and Gaming Commission

  • Bottle drives
  • Receiving donations
  • Free giveaway contests
  • Fundraising sales – almonds, popcorn, meat

  • Grey Cup/NHL/sports draft pools
  • Chase the Ace
  • Wine survivor
  • Gift basket draws
  • Wine basket draws (no liquor licence required)
  • Table draws
  • Poker rally
  • Squares board
